Historical Background & Development
The Office of Academic Affairs was established via Decision No. 480/QĐ-DHN dated 23 June 2022 of HUP, by merging the former Training Division (Đào tạo) and the Postgraduate Division (Sau đại học). This reorganisation responds to both the evolving regulatory environment and the university’s strategic need to streamline academic management across both undergraduate and postgraduate levels.
Since its formation, OAA has aimed to coordinate more effectively the admissions, programme development, curriculum oversight, student academic progress and international partnerships, thereby reinforcing HUP’s commitment to quality assurance and integration with regional and global standards.
Organisational Structure
Currently, OAA is organised into 02 main sections to cover the breadth of academic affairs at the university:
- Undergraduate Academic Affairs Division
Responsible for managing all bachelor-level programmes (including the Undergraduate Pharmacy, Bachelor of Pharmaceutical Chemistry, Bachelor of Chemistry, Bachelor of Biology), coordinating course registration, student records, practical placements/internships, progress monitoring, graduation certification and academic support for undergraduates.
- Postgraduate Academic Affairs Division
Handles all master’s, doctoral programmes, specialist training (Specialist I & II) and continuing professional education. Tasks include recruitment of postgraduate students, oversight of research progress, organising defence of theses/dissertations, and management of postgraduate student records.
Functions & Responsibilities
The Office of Academic Affairs has the following core functions:
- To advise the Rector in developing strategies for undergraduate and postgraduate education, including Doctoral programmes, Master’s programmes, Specialist Pharmacist Level I and Level II programmes, and Continuing Education (CPE/CPD), in accordance with the Law on Education and the regulations of the University.
- To manage and organise the implementation of admission activities, undergraduate training, postgraduate training, and continuing education programmes in compliance with the regulations issued by the Ministry of Education and Training (MOET) and relevant State authorities.
- To administer, maintain and securely archive academic records and training outcomes for all students and trainees, ensuring full compliance with national regulations and institutional policies.
Key tasks of the office include, but are not limited to:
a) Develop annual enrolment quotas and training plans for both undergraduate and postgraduate programmes.
b) Develop and implement admission plans for undergraduate programmes and all forms of postgraduate education, both domestic and international, in accordance with state regulations.
c) Coordinate the development of proposals for new academic programmes and new majors as assigned by the University.
d) Prepare overall teaching and learning plans for each cohort, academic year and semester; organise class formation; develop timetables; and manage the teaching–learning schedule.
e) Establish examination schedules and organise examinations, including end-of-course exams, graduation exams, and internal English certification exams. Coordinate with the Division of Quality Assurance and Testing to develop exam papers. Process administrative procedures for master’s students and PhD candidates regarding thesis/dissertation defence and graduation certification.
g) Manage academic results and monitor research progress of postgraduate students.
h) Manage academic certification, issue transcripts, certificates and graduation diplomas for students and trainees.
i) Manage, archive and secure graduation documents and academic records of all students and trainees.
k) Prepare and organise the annual graduation ceremonies.
l) Manage and allocate lecture halls according to timetables and examination schedules.
m) Consolidate teaching hours and coordinate the payment of teaching hours for visiting lecturers and off-campus training institutions.
n) Organise and monitor student internships and practical placements at external training sites; coordinate teaching activities at practice sites; develop and monitor training contracts with external institutions.
p) Participate in receiving and supporting international students or trainees.
q) Provide guidance on legal documents related to admissions, undergraduate and postgraduate training; implement and translate Ministry of Education and Training regulations into institutional policies; draft the University’s internal regulations related to academic management.
r) Prepare periodic operational reports, supervise and monitor the tasks assigned.
s) Implement postgraduate international cooperation and joint-training programmes.
t) Manage and secure academic records and data; prepare statistical reports as prescribed by state regulations.
u) Research and propose necessary facilities and infrastructure to support training activities.
v) Update and provide information related to the Office’s activities for publication on the University’s website.
x) Implement quality assurance processes in accordance with institutional regulations.
y) Perform other duties, including:
Participating in union/association activities and tasks assigned by the University;
Engaging in community service and outreach activities.
