3. DUTIES AND RESPONSIBILITIES OF THE UNIVERSITY

3.1. Duties

3.1.1. Train pharmaceutical human resources at undergraduate and postgraduate levels with political awareness, good ethics, health, and sufficient knowledge and capacity. Graduates should be adaptable to employment, capable of self-research and development for regional and global integration, meeting national construction and defense demands.

3.1.2. Train and improve faculty qualifications to meet teaching requirements of the University and the pharmaceutical sector.

3.1.3. Provide other training types based on societal demand and the University’s capacity, with authorization from competent authorities.

3.1.4. Conduct scientific research and technological development; combine training with research, production, and service in pharmaceutical sciences, chemistry, biology, and medicine in accordance with applicable laws.

3.1.5. Manage staff and build a faculty team with appropriate quantity and quality; ensure proper structure in expertise, age, and gender; take care of the material and spiritual lives of staff.

3.1.6. Organize student recruitment and management in accordance with regulations.

3.1.7. Coordinate with families, organizations, and individuals in educational activities.

3.1.8. Identify and nurture talents among students and staff.

3.1.9. Organize social activities for faculty, staff, and students aligned with professional training and societal needs.

3.1.10. Manage and use land, facilities, equipment, and finances per legal regulations.

3.1.11. Implement programs and projects related to pharmaceutical production and healthcare tasks as assigned by the Ministry of Health or other central agencies.

3.1.12. Establish and develop training, practice, and scientific service facilities in accordance with regulations.

3.1.13. Fulfill other tasks as assigned by the Ministry of Health or under applicable laws.

3.2. Responsibilities

3.2.1. Develop and implement the University’s development plans aligned with national education and health strategies.

3.2.2. Develop curricula and teaching materials based on framework programs issued by the Ministry of Education and Training and the Ministry of Health. Conduct student admissions, training, graduation recognition, and certification.

3.2.3. Mobilize and manage resources to achieve educational goals; cooperate with domestic and international organizations to improve education quality and link training with employment.

3.2.4. Propose and participate in scientific and technological projects; effectively use research funding; enter and implement scientific contracts.

3.2.5. Be entitled to intellectual property rights; transfer and publish scientific results; protect legal interests in training and research.

3.2.6. Engage in partnerships and receive sponsorships; invest resources in scientific and business activities; reinvest income to improve facilities and finance.

3.2.7. Invite professors, experts, and researchers from domestic and international institutions for teaching and research under state regulations.

3.2.8. Be entitled to land allocation, leasing, and preferential loans or tax policies under the law.

3.2.9. Organize internal structures; establish, merge, or dissolve units under state regulations.

3.2.10. Ensure democracy, equality, and transparency in all operational aspects.

3.2.11. Report to supervising and higher-level authorities on all University activities as required.
