About the Department

The Development Cooperation Division of Hanoi University of Pharmacy (HUP) originated from the former International Cooperation Department. International cooperation activities at HUP began in the 1980s, primarily through part-time staff and collaborators, with no dedicated organizational unit. During this early phase, most activities were facilitated through the Ministry of Health and focused on aid reception, with limited strategic direction.

From 1990 to 2004, international cooperation efforts became more structured and active, focusing on attracting aid from international organizations and securing scholarships for overseas staff training. This period saw the implementation of several major projects in areas such as malaria prevention, biopharmaceutical analysis, good pharmacy practices, and HIV/AIDS management.

Between 2004 and 2008, activities slowed and shifted towards in-depth development, as many projects concluded and preparations for new partnerships began. To enhance efficiency, HUP officially established the International Cooperation Office on May 15, 2009 (Decision No. 174/QĐ-DHN). From 2009 to 2022, this office played a key role in expanding global engagement. The university signed 122 cooperation agreements and contracts with domestic and international institutions, covering research, training, and university governance. Notable projects during this time include NUFFIC, the Global Fund, the Master Mekong Pharma Program, the ADB project, and the VNM 44 project, among others.

In July 2022, to further improve governance efficiency, the International Cooperation Department merged with the Science Technology Department to form the Science Technology and Development Cooperation Department. This restructuring aims to align international cooperation efforts with HUP’s mission, vision, and educational philosophy, focusing on expanding networks in training, research, and institutional development.

Today, international partnerships continue to support the university’s strategic planning toward its 2030 development goals and 2045 vision.
