INTRODUCTION TO THE UNIVERSITY COUNCIL OF HANOI UNIVERSITY OF PHARMACY (TERM 2020–2025)
(The University Council of Hanoi University of Pharmacy for the term 2020–2025 was established under Decision No. 3676/QĐ-BYT dated August 22, 2020, by the Acting Minister of Health.)
1. Functions, Duties and Responsibilities of the University Council
1.1. Function
The University Council is the governance body that represents the ownership of Hanoi University of Pharmacy and its stakeholders.
1.2. Duties and Responsibilities
a) Determine the strategy, orientation, development plans, and annual plans of the University;
b) Issue regulations on organization and operations, financial regulations, and regulations on grassroots democracy in accordance with the law;
c) Decide on policies related to student admissions, program development, training, joint training, scientific and technological activities, international cooperation, education quality assurance, and collaboration between the University and enterprises/employers;
d) Decide on organizational and labor structure; establish, merge, split, or dissolve university units; issue job position lists, job standards, and working conditions for each position; regulate recruitment, use, and management of staff and faculty in compliance with the law;
đ) Decide and submit to the Ministry of Health the appointment or dismissal of the Rector; appoint or dismiss Vice Rectors based on the Rector’s proposal; evaluate the annual performance of the Chairperson and the Rector; conduct mid-term or extraordinary votes of confidence on the Chairperson and Rector according to the University's regulations;
e) Decide on policies to attract investment resources for the University's development; policies on tuition fees and student support; approve financial plans and annual financial reports, and finalize lawful revenue sources;
g) Decide on investment policies and use of high-value assets within the University's authority as per internal regulations; determine salary, bonus, and other benefits for university leadership based on job performance and effectiveness;
h) Monitor the implementation of its resolutions, legal compliance, grassroots democracy, and accountability of the Rector; oversee financial and asset management; report annually at the Staff Conference on its supervision results and activities;
i) Comply with laws and be accountable to the law, competent authorities, and stakeholders for its decisions; ensure transparency and disclosure of information and reports; be subject to inspection and auditing by authorized agencies; fulfill accountability obligations within its authority; and be subject to public and institutional oversight;
k) Fulfill other responsibilities and authorities as prescribed by law and the University’s statutes.
