The first 30 universities have been highly rated according to the University Performance Metrics (UPM) System.

This system has been conducted by researcher group of Hanoi National University. This is the product of the National Science and Technology Program on educational science chaired by the Vietnam Ministry of Education and Training.

Only five research-oriented universities achieved a five-star standard according to the University Performance Metrics (UPM) System. Hanoi National University, University of Science, University of Science and Technology of Hannoi, Hanoi University of Science and Technology, and Kasetsar University of Thailand are the first five Universities to achieve a five-star standard. 
Group of research-oriented Universities achieving four-star standard consist of Hue University with its member universities: Hue University of Medicine and Pharmacy, Hue University of Sciences (HUSC), Hue University of Education, Hanoi National University of Education, Hanoi University of Pharmacy, Vinh University, Thuy loi University, Hanoi University of Mining and Geology, University of Transport and Communication, Phenika University, Burapha University (Thailand) and Malang University (Indonesia). 

Hue College of Economics of Hue University is the first research-oriented university of social science to achieve three-star standard. Thanhdo University, Nam Cantho University, Tay Do University, University of PhanThiet and Centro Escolar University (Philippines) are in three-star group.

Group of application -oriented Universities achieving four-star standard consist of Foreign Trade University, Diplomatic Academy of Vietnam, Thu Dau Mot University, Quy Nhon University, Nguyen Tat Thanh University and West Visayas State University (Philippines).

Standard set of rating of UPM system includes eight categories with 54 indicators. Each indicator has different benchmark andproportion with the total mark 1000.

Criterion 1: Strategic governance – 5 indicators, proportion 6%.

Criterion 2: Education 15 indicators, proportion 35%.

Criterion 3: Research– 4 indicators, proportion 20%.

Criterion 4: Innovation – 4 indicators, proportion 11%.

Criterion 5: Innovation ecosystem– 4 indicators, proportion 6%.

Criterion 6: IT Infrastructure– 10 indicators, proportion 10%.

Criterion 7: Internationalization- 9 indicators, proportion 6%.

Criterion 8: Community service - 3 indicators, proportion 6%.

In turn, the actual index of each indicator, each category are compared with the benchmark and starred, so this ranking not only help to identify the overall but also analyze the strengths, weaknesses of each activity, each field of each university.

Especially, many indicators are very specific to the benchmark of research-oriented universities as regulated in Decree No.99/2019/ND-CP providing guidelines to implement on amendments to the Law on Higher Education of Vietnam.

According to the UPM criteria, the five-star standard Universities (especially research-oriented Universities) are the universities that have the ability to approach the group of top 100 Asian universities, with the leading quality in the country and have international reputation.

Four-star universities are the universities having good reputation in the country and the region. Three-star universities can perform their educational function suitable for labor market and participate in student exchanging programs in the region.

This UPM system has been used by several universities to analyze their current situation. In addition, some universities used these indicators for their development strategy. UPM has supported, advised to many universities in Vietnam and ASEAN region to collect and verify databases from many sources, including quality accreditation data.
